Dilip Buildcon shares jumped after the company received an LoI for a 25-year LPG pipeline project connecting Paradip in Odisha with Raipur in Chhattisgarh

Shares of Dilip Buildcon Limited rallied sharply on Thursday after the company announced that it had emerged as the successful bidder for an LPG pipeline project connecting Paradip in Odisha to Raipur in Chhattisgarh.

The stock climbed as much as 11.7 per cent to ₹439.70 during intraday trading. At around 9:29 AM, shares were trading 7.24 per cent higher at ₹421.40, significantly outperforming the benchmark Nifty 50, which was almost flat at the time.

The company’s exchange filing stated that it had received a Letter of Intent (LoI) for authorisation to lay, build, operate or expand the petroleum and petroleum-product LPG pipeline.

₹1,800 Crore Project Provides New Growth Opportunity

According to market analyst Vipin Kumar, AVP Research at Globe Capital Market, Dilip Buildcon opened with a significant gap-up following the LoI for the ₹1,800 crore Paradip-Raipur LPG pipeline project.

The project represents an opportunity for Dilip Buildcon to expand beyond its traditional infrastructure construction activities and build a long-term revenue-generating asset in the energy transportation segment.

Unlike a conventional EPC contract, the project involves development and operation of pipeline infrastructure, potentially providing the company with a recurring revenue stream over the operating period.

25-Year Operating Period After Three-Year Construction

Under the proposed project structure, Dilip Buildcon will receive an exclusive authorisation from the Petroleum and Natural Gas Regulatory Board (PNGRB) to develop the LPG pipeline infrastructure.

The company will be responsible for the design, financing, development, construction, operation and maintenance of the proposed pipeline.

The project includes a construction period of approximately three years, followed by an operating period of 25 years.

During the operating period, Dilip Buildcon will be entitled to levy and collect the applicable transportation tariff for moving LPG through the pipeline up to the designated delivery point.

This long operating period gives the project strategic importance because it could create a relatively stable infrastructure-based revenue stream once commercial operations begin.

Pipeline to Replace Road-Based LPG Transportation

The proposed pipeline is expected to facilitate the transportation of LPG to bottling plants operated by various Oil Marketing Companies (OMCs).

Dilip Buildcon said the project is intended to reduce dependence on the existing road-based transportation of LPG through tankers.

Moving LPG through dedicated pipeline infrastructure could improve transportation efficiency while reducing the movement of LPG tankers on highways.

The company also highlighted the potential road-safety benefits associated with reducing tanker-based transportation.

Common Carrier Model Could Expand Utilisation

Another important feature of the project is that the proposed pipeline is expected to operate as a Common Carrier under the applicable PNGRB framework.

This means eligible OMCs and other authorised users could access the pipeline capacity in accordance with regulatory rules.

The common-carrier structure could potentially support better utilisation of the infrastructure and diversify the customer base beyond a single user.

Revenue will be generated through the applicable Petroleum and Petroleum Products Pipeline Transportation Tariff for LPG transported through the pipeline.

Regulatory Approvals Remain Important

Although the LoI is a significant development, the project remains subject to applicable approvals, authorisations and regulatory requirements.

The company will need to comply with the PNGRB framework and other relevant regulatory conditions before the project can move through subsequent development stages.

For investors, the execution timeline, financing arrangements, construction progress and eventual commissioning of the pipeline will therefore remain important factors to track.

Technical Setup: ₹380–₹475 Range in Focus

From a technical perspective, Dilip Buildcon has reportedly been consolidating in a broad range of around ₹380–₹475 for more than nine months.

The sharp reaction to the project announcement has pushed the stock towards the upper half of this range.

Vipin Kumar of Globe Capital Market said traders could consider adding long positions near the lower end of the consolidation range and booking profits near the upper band.

He recommended maintaining a strict closing-basis stop-loss below ₹370.

According to the technical view, a decisive breakout above the upper end of the range or a breakdown below the lower end would be important for establishing a more sustainable directional move.

Stock Performance and Investor Interest

The sharp intraday rally indicates that investors are assigning significance to Dilip Buildcon’s entry into the LPG pipeline infrastructure opportunity.

The market reaction also reflects growing interest in companies with exposure to India’s infrastructure and energy-transition requirements, particularly projects that can potentially generate long-duration revenue.

However, the stock’s previous extended consolidation suggests that investors may continue to monitor whether the latest project announcement can trigger a sustained breakout rather than only a short-term momentum move.

What Investors Should Watch

Investors tracking Dilip Buildcon should monitor the following developments:

  • Progress from LoI to final project authorisation

  • PNGRB and other regulatory approvals

  • Financing arrangements for the ₹1,800 crore project

  • Three-year construction progress

  • Pipeline commissioning timeline

  • Capacity utilisation after commercial operations begin

  • OMC participation and customer agreements

  • Transportation tariff structure

  • Impact of the project on long-term cash flows and debt

The ability to execute the project within the proposed timeline will be crucial in determining its eventual financial contribution.

Market Outlook

Dilip Buildcon’s Paradip-Raipur LPG pipeline project marks a significant development for the company, offering exposure to a long-term energy transportation asset with a three-year construction period and 25-year operating period. The ₹1,800 crore project could diversify the company’s revenue profile and create recurring tariff-based income once operations commence.

On the technical front, ₹475 remains a key resistance zone, while ₹380–₹370 is an important support area. A decisive breakout above the upper end of the consolidation range could strengthen the bullish setup, whereas failure to sustain the recent gains could bring the stock back towards its established range.

Investors should distinguish between the positive impact of the project announcement and the eventual financial contribution, as execution, funding, regulatory approvals and utilisation will determine the project’s long-term value creation.
